A fence partial or across the entire southern border would, if constructed properly would only reduce the areas needed to be patroled by the US border patrol. A strong fence/wall would not only funnel illegal latino aliens but funnel terrorists as well. Then cut off all aid including emergency services unless proof of citizenship/current visa status is provided. Go after employers and treat them like the drug dealers. Confiscate all their capital equipment and property and holdings. Have a nice auction/sell off to benefit the taxpayers for once.

The visa overstay is a very well known fact, however it pales by comparison with those wandering across the border. Is visa follow up desperately needed? Yes it is. The fence is only the first step to be immediately followed by visa tracking. At the same time putting a few employers in jail and confiscating their possessions would go a long way toward improving the situation.

I have very little faith in the Basic Pilot Program which is another goverment system, poorly implemented, and lacking key components like ties to IRS and determination whether the SSN and other information is in use at multiple locations, that the description of the individual is similar to the person that the SSN was issued to e.g. age, place of birth etal.

A fence can only be so effective. A little-known secret that nobody wants to talk about is that 48% of all the illegal immigrants in the country came here legally on temporary visas and never left. The reason they never left is because there is, quite literally, no system in place to track their departure from the country. Consequently, enforcement is almost non-existent. Additionally, they are able to stay comfortably because they are getting illegal employment. The Basic Pilot Program, which is a vast database of several different types of identification, including Social Security numbers and driver's licenses, is already in place to allow employers to easily and readily verify the legal status of all of their employees. Only 1% of companies use it, because it isn't mandatory. A fence is great, but it won't solve the problem entirely. An exit tracking system and mandatory use of the Basic Pilot Program could virtually halt illegal immigration in the span of a few short years.

A solid Israeli style fence is the only good starting point, however it needs to span the entire border. Mexico, in particular, and most of central and south America do not want the fence because it will reduce their welfare payments from the illegals sending US illegally earned dollars home.

Another way to help things is to require proof of legal residence to send money out of the country and require proof of legal residence for any banking transaction.
