		<description>I&#039;m surprised this ruling came from Kansas instead of California or Wisconsin.  This is the type or ruling that leads to high prices, or..shiver rolling blackouts.  Of course, the utility will be at fault when prices are too high or supply cannot be secured.  Want to see the bureaucrats run; propose a nuclear power plant.  No coal, no nuclear, no electricity...welcome to the emerging 3rd world stone age.</description>
