		<description>Good try on the article but take the utilities out of the bad guy category.  Your article shows the common misunderstanding of how utility rates are set.  No, utilities cannot just raise their prices at will.  Unfortunately there are state regulatory commissions (oops politics rears its ugly head) which review any rate change request.  In addition most states have another group that watches out for ratepayers (more politics).  So where does this lead us?

Utilities having to pay for these useless credits then waiting years to recover their payments since reflecting them immediately would result in &quot;rate shock&quot;.  Similar to the big boondoggle in NJ when our utility was guided by the regulatory commission to write contracts with cogenerators even though those contracts cost more than other alternatives available.  Took years to get this paid for and if it sounds like Congress&#039; interplay with banks and Sallie and Freddie, it sounds that because it is the same.

Just another case where politicians come up with a hare brained idea but create a shield of someone to blame...the utility.</description>
