		<description>I believe that the the &quot;standing&quot; position is simply a dodge used to add another layer to the &quot;sovereign immunity&quot; rule and let government get with doing things that would otherwise have to be ruled on and generally to the detriment of those holding power.  The 9th circuit doesn&#039;t want to rule on the DUI courts?  Presto, they claim that the County Attorney hasn&#039;t been harmed.  The people he represents have, but so what, because they haven&#039;t sued.  When they do, it will be simple for the court to find another excuse.</description>
