De Soto&#039;s other book, &lt;i&gt;The Mystery of Capital&lt;/i&gt; details how 90% or so of the people are kept out of property ownership and its effects on an economy. One amusing story he covers is Indonesia. &quot;I was in Indonesia to launch a translation of my previous book, and they took the opportunity to invite me to talk about how they could find out who owns what among the 90% of Indonesians [i.e., squatters] who live in the extralegal sector. ... As I strolled through the rice fields, I had no idea where the property boundaries were. But the dogs knew. Every time I crossed from one farm to another, a different dog barked.&quot;</description>
