The subject is about referendums and also about religion. The swiss made it clear they want to keep their freedom in respect to direct democracy and about the place of religion in civil life. The text isn’t clear to say if the minaret referendum was local or national. If it was national, there is no doubt it was a religious issue. If it was local, and architectural, it should probably put under scrutiny the municipal guidelines for erecting buildings, rather than specifically addressing a minaret. Again if a government starts to rule whatever one does to his private possessions, without referring to a general rule, surely it is a government that is taking a step toward fascism.</description>

It appears to me that the author is commenting on efforts to curtail direct democracy, not on the role religion should play in society.
